 Post subject: water popping rift white oak

i have a new rift and quartered white oak floor that my floor guy water popped,stained and put two coats of traffic on then screened it for a third coat of traffic but the problem is the grain was raised so much that he screened of some of the stain so it looks like there is specks of raw wood. the floor still seams a little rough too. i'm wondering if this is an issue due to the stain we used.

The stain should not buff off especially with 2 coats of traffic over it. Could have been the stain or finish wasn't allowed to dry all the way. When we stain we will stain, apply a coat, buff, then apply another coat and stain does not come off. So with 2 coats it should be very sealed up.
