I have a few suggestions. First, I would first sand the treads with a rougher grit to cut them down a bit and then finish up with a 100 or 120. Maybe a 60 grit. Then if doing a natural stain, maybe consider just sealing and finishing as the natural really is just a natural color. If you do stain I old first wipe down with water before staining, this raises the grain of the wood so it will accept more stain and the stain will appear more even. Then after staining, apply a coat of finish, wait for it to dry, lightly sand with a 220 grit, then finish and lightly sand and finish again. Hope this helps
