 Post subject: Trying to get upstairs flooring rule in condo building

We are having issues over here with an owner who removed his carpet. The downstairs resident can hear every normal footstep as if it's being amplified. We currently have no upstairs flooring rules in effect and I would like to put something to a vote so we can keep the peace for future situations like this. Right now, the downstairs owner is living in very unpleasant conditions. I would like upstairs owners to have carpet, but also the option to put in some kind of soundproofed floating floor. Is anyone able to help with how the wording of this could go? I really appreciate the help. Thank you!

You could word it something to the effect of; with proper sound deadening material. Cork is a good option for an underlayment.
