my stain is 98% dry, does that need to be 100% dry before applying the sealer. Also do I need to sand the stain a bit with a 240 grit before adding the sealer. or just sand in between sealer coats?

Is this a trick question? How do you measure dryness to come up with 98% compared to 100%?
The industry test is to vigorously rub a soft, clean, white rag on the stained floor. If any stain comes off on the rag, it isn't dry enough. Do several areas. No sanding is needed prior to applying the sealer/1st coat.

Well I was gonna ask the same question as Gary. Would love to determine with that degree of accuracy the dryness of the stain.

However, as Gary says the stain must be absolutely dry before applying first coat of sealer or urethane. The solvents in the stain will prevent proper adhesion of the finish and you will have a major headache and another project (re-sand and finish).
