Darn :? I dont know any type of liquid that's going to penetrate that felt.

The only thing I can think of is try to shave off as much as you can with a razor scraper, of coarse without digging up wood, then sand the rest.

Sounds like a real drag  Maybe one of the other guys has a better idea.

Get it damp, and just like paper, it will scrape off easier.

Is it asphalt felt ? or vinyl backing felt. 60 year old house (Asbestos???)

I should of asked this before I said sanding.

If it's not asbestos...You can rent a Hilti 505 with a Vulcan scraper blade at HD. That should peel it right up, and not gouge the wood.

60 year old house, bottom layer. I wonder what year that felt was installed? Is it your house? Or a customer. Wetting the felt will allow you to use a dull scraper and take it right up, and you wont have airborn fibres. But it's a judgement call. Depending on the footage, I wouldnt mess with asbestos in a customer's home, unless your certified for asbestos removal.

That law is a joke. Mainly intended for friable material like pipe insulation. Even popcorn ceilings only have about 2-3% asbestos in them. Hell I sprays thousands of feet of that junk back in the day and took up tens of thousands of ft of VAT and vinyl and I can still walk to the bathroom without my walker.
