Can I install a railing with shoerail over the top of a hardwood floor?

I think Gary may have misinterpreted your question. :) If you are talking about a fastened or glued down product the shoe rail would fasten to the stair nose or landing tread nosing, the floor then runs off the nose.

Underneath guardrails I prefer 5 1/4" landing treads stained to match, in most cases 3" stair nose is just not wide enough to give you solid support.
