Your correct, it goes both ways.
However the cost is definetly higher as far as I am concerned. Would you expect someone to do twice the amount of work for the same price? Of course that would depend on the way he presented the quote I guess.
If he was going to do it one direction and disregard the other then I might change installers.
I try and get it both ways without any significant extra costs to the enduser. Grinding the slab helps immensely verses floating. But then you should also realize there is a difference between flat and level.
