 Post subject: Old gooie and rehardened green pad HELP

Help, under the red rubber pad there is a green pad. Some of it is sticky and scrapes up with a metal scrapper. The are sections of it that has rehardned, almost laminated it self on the floor. How can I get this up with minamal damage to the floor?

A sander, with a couple 3 coats of finish, afterwards.
