Am about to start a new floor installation. I have posted my living blue print. There red lines shows the direction of my joist and I want to install the new floor perpendicular to the joist. the only wall I have that is perpendicular to the joist is the short wall by the bay window area. Can I start from there. Please look at the picture comment.

According to the drawing, if I understand correctly, you plan to install parallel with the joists. You need to install perpendicular to joists. I'd start on the long wall at top of pic.

sorry floorpro, I just uploaded the right diagram. my joist is not running upward, rather it's running from left to right.

Well, we will have to add another layer to the subfloor, probably 1/2 inch plywood. Any ideas how it should be lay down.
