I have a floor system that i have not seen before. The contractor/builder/(previous homeowner) laid roofing paper, then anchored 2x4 over the concrete and roofing paper, then nail the 3/4 oak over it. The floor has expanded pushed into the walls and has been buckled for some time...it has been sanded and refinished already. I have not seen this system, i dont like it, and think too much moisture may becoming through. What do you think?

Chris, you more than likely have a sleeper system installed. See second illustration down on the right, http://www.hardwoodinstaller.com/hardwo ... ncrete.htm

If they only used roofing paper and not the multiple layers of roofing mastic and 6 mil plastic you might have to tear it all out. Your going to have to tear part out to find out.
