It is not impossible.

First thing to do is locate the reason there is a moisture problem, and eliminate that. As extra insurance, you could then put down the MVP. Most quality underpads for laminates have an attached vapour barrier.
Installed correctly, this will create a seal between the sub-floor and the laminate.

What method did you use to determine this high moisture reading?

i used my protimeter. i know its not a tramex but is effective in finding moisture . i use constantly and has not failed me yet. i realize it does not read true concrete moisture ,bit rather wood% equivalant, but moisture is moisture, right? anyway i used one inch concrete nails driven through his carpet to determine readings.is this correct?also something is up with the slab. this particular area of town is known for very hard concrete but my nails didnt have a problem. i have nailed miles of tack strip that slab shoul have fought me.i never have a problem setting tackstrip on top of vinyl. vinyl traps moisture right below itself.so im pretty sure there is a moisture issue.thanks for for the info.

Wrong!!!!

A wood moisture meter is not going to tell you jack about the concrete moisture emissions.

The nail contact method is old school. Forget it thats as bad as taping down plastic (DUMB!!!), do a real test, CaCl and or Rh, preferably the Rapid Rh test. Its the only one thats fool proof as far as Rh tests are concerned. No one can dispute it. But, I like to do both CaCl and a couple Rapid Rh tests.
