 Post subject: Mastic/tar paper removal Diamabrush?

I have begun removing carpet from an old retail storefront that was built prior to 1888. In that length of time there have been many types of flooring. After carpet removal and two layers of tile we find a fine diagonal wood floor. The problem is it is covered with madtic/tar paper of some sort.

Being a DIYer with limited experience in hardwood flooring Im wondering what the best method is to remove this black paper/clothand the tar like permiation.

Im looking at a floor buffer attachment called a Diamabrush. Anyone with experience with this method or guidance for a better idea?

This is the worst kind of floor work for either people or machine. The tar will plug up most any tool. I have used kerosine to help the tool keep working by spritzing the floor covering as the tar comes off, but it is such a mess.
Good luck! Most will add another floor over the existing one.
