We did a whole condo project with Andersen flooring. There were some units that had step downs where a stair nose was needed. The substrate was all concrete. We tried gluing only and they failed. We did end up using screws into anchors, along with glue, and plugging the screw holes. This worked well been it was quite time consuming.

I like the counter sink'd screw method myself with a plug. Problem with plugs and prefinished is matching the stain and finish. Putty is your buddy. Looks like crap though.

Putty is your buddy   Good One!

Am I the only one that shoots a 1 by facia to the riser ? Here in Lost Wages all steps are rounded, dipped, and out of square and plum. I take a 1 x 8 or so of pine , cut it slightly higher than the step, butter the step riser and pine, slap the pine on the riser, shim it to whatever is needed, then shoot it on with T-nailer, or pound concrete nails. Then I take the edger with open coat and sand the top edge to where I want it. Takes care of these tweeked out steps AND gives me something to sink finish nails into

OR even better than finish nails...Alot of times I'll use countersnap screws. Have you guys used these? They have the holding power of a screw with a hole the size of a finish nail.
