Hardwood floors were refinished on my 2nd floor and new oak floors were installed on my 1st floor. They look wavy to me like he was not very careful with sanding. It reminds me of the way a cheap laminate dresser looks after leaving water on it. I expected the floors to be smooth like a mirror. They look old, like original 100 year old ones we tore out. Can I expect a flat mirror like surface? Can it be fixed? I am disappointed. I thought these would look at least as nice as prefinished floors, but not looking that way.

Waves/chatter in the floor, not good. acceptable? depends on the extent. If you have to lay down on your belly at exactly at 6:47 pm facing north with the west wind blowing 5 mph to "see" then you dont have much to gain by resanding the floor. now if they are easily noticed from standing position under normal lighting conditions you have a legit complaint. waves and or chatter are mainly to do with poorly maintained sanding equipment. Do both the old and new floor have the problem? Floor is never going to be 100 percent flat but you shoulndt expect to have undulations and machine marks all in the floor either. the floor can be fixed, the only way is to sand back down again flat! Its not hard to get a floor flat just have to have the right equipment and a little experience.
