A few weeks ago we had our Oak floor redone. It had a polyurethane finish on it. In the Kitchen we have cupboards that overhang the floor about six inches and the guy who did our floors didn't sand under them very much if at all. We didn't notice it until he had put all four coats of water-base finish on.

Is there anyway we can sand it down under there and then apply some of the water-based finish?

you can rent an edger, porter cable makes a decent orbital to follow, and Dewalts palmers are not to bad, though the trigger sucks

this post made me register for this forum!!!!!

how about this solution?

get him back in your home to have him do it correctly. its not your fault that his machine couldn't reach under the cabinets. if he is a pro, he should have the proper equipment. if he was not a pro, then why hire him?
