Hello, Your problem as stated, lacks a little info. to give a detailed answer. That said . . .
if it was a prefinished product nailed down you should have minimal problems removing the last row

of wood and resizing it. I hope you have a little experience with this type of work. It might be just as simple to politely explain to the gentleman that oops, forgot to do this . . . . can you help me out?

it is prefinished red oak, problem is he glued and nailed it.

what type of saw is available to cut that close to the wall. i am a wood worker.
i have told the man about putting it to tight to the wall,he said it's the humidity doing the cupping.

thank you

good morning sir, . . .no doubt humidity is causing the cupping and you are correct in wanting room for
expansion. (Crain) makes a jamb saw. . . . might try a screwdriver, split the board and remove in pieces.

Scrape the glue & install new. . . . Depending how bad the cupping is, this will not make the moisture
causing it to move, go away. Run a dehumidifier for a while . . . see if it relaxes.
lot's of luck dan@pro

Dremel with a bit to score it along the edge or a multifunction too. Will take some time, then cut out some sheetrock too.
