I am considering installing some hardwood flooring over joists 8" OC. My question concerns the first and last row. How does one usually nail down these rows? With a surface nail. And do I need to counter sink it and then use a wood plug to cover it up? Thanks.

Rent a 15 guage finish nailer, face nail the first and last row. Then blind nail the tongue (with the nailer) until you can use the flooring stapler. Some flooring manufacturers suggest only an 18 guage but a 15 is preferable.

Good Luck!!!

Are you going directly over the joists?
