What should drive the decision to use #15 or #30 felt paper? Is the heavier paper always better as long as it is in the budget?

Thanks,

Speaking for myself I let the subfloor condition determine that. Such as, when I have to remove a parquet glued to a plywood subfloor, the thicker felt helps in smoothing over glue remnants.
