Usually, it is the installer. Lowe's MAY choose to pay for the cost of replacement. OR, they may choose to supply all the new material and tell the original installer to supply all the labor. How well and fast they handle claims I cannot say. The manufacturers rarely admit fault so I wouldn't count on them. Your best bet is to be persistent in your claim with Lowe's.

Thanks...that is what I intend to do. I have been to Lowes today...they are still waiting for somebody from Armstrong to get in touch with me...it has been over a week. But I will be persistent.... I will not be happy with a repair...I want the whole thing redone...30 + drill holes are not an option.
