As long as your floating or stapling it down. You can gluedown over it, but the whole installation will depend on the vinyl, the glue and the installer.

thanks floorguy would the lenolium sub for the the 6 mil poly they recomend for a vapor barrier

All manufacturers have a different stance on the use of sheet vinyl as a moisture barrier. Linoleum, is not sheet vinyl.
