Hi All,

can someone please suggest a way to remove the cutback adhesive pictured ? ...

It's located in a high rise condo building in New York, NY built in 1989 on 20-something floor... this is the original glue that was there since it was built but for some reason it is still tacky (not completely dry) and seems impossible to scrape off (it just moves around)...

Any suggestions?

You mean encapsulate on top of how it is now (obviously after cleaning rest of garbage that currently on top).... Ardex Feather Finish ?

You still need to scrape up the cutback to a fine stain on the concrete, before you encapsulate the remainder.

Yup, and even then depending on what the manufacturer says, it could still not stick very long. There's Ok methods, then there's proven failsafe methods.
