Is this a solid wood flooring, installed over concrete substrate?

Sure sounds like it.


How long ago, did this flooring get installed? Was it within the last year?

Any changes to the landscaping in recent months? Sounds like there is now moisture migration that was not there before. Mounding landscaping changes water direction toward the home. Roof Leak? Water is coming from somewhere.

Well sounds like you fiqured out the problem. You need to divert the water away from the house, all homes need gutters its not just for apperance they serve a key function in diverting the water away from the structure to prevent water damage. Your going to need to put in something like a french drain by your driveway to keep the run off in check as well. On the leaky roof, water will run down hill until it hits the bottom, so of course a leak in the roof can lead to a buckled floor, often its been running down inside the walls and such untill it hits the slab then it wicks out throughout the floor making it cup.

Its hard to say if the floor needs to be ripped out really depends on the severity of moisture that is present. A flooring contractor should be able to come out and take a moisture reading to find out a base point and where you stand. After the drainage/leak situation is repaired the floor should start to dry out. This can take a while so dont expect overnight results. Once the floor gets down to a normal level it can be resanded and flattened back down. Solid floors over concrete are not common in this area most homes here are built over a crawl space so when leaks like this happen they dry out fast. On top of concrete there is no air flow so there is a good chance the floor may have to ripped out so the subfloor between the wood and concrete can dry out first. sorry sounds like some major work.
