After sanding to a bare surface the first coat of the finish process is called the sealer. This does soak into the fibers and dries. Water from the sealer finish does soak into the bare bamboo and can cause grain raise as some fibers of the sanding process are not cut completely flush to the surface which depends on the coarseness of the sandpaper grit size. After the sealer has dried water does not soak into the surface. Each of the finish coats have water in them and need to be dry and hard before the next coat of finish is applied. With any type of flooring some solvent can penetrate gaps between each piece, so it is important not to apply the next coat of finish until the areas between each piece are dry. Three coats of finish are recommended after the sealer coat.
