Subfloor Moisture Check
Titebond 821 Advantage may be used for above-, on- and below-grade applications and on all common substrates. All applications are susceptible to moisture and should be tested for moisture prior to installation in several locations within the installation area.
Acceptable conditions for above-, on- and below-grade applications are:
# Less than 3 lbs./1000 sq.ft./24 hours on a Calcium Chloride Test
# Less than a reading of 4.5 on a Tramex Concrete Moisture Encounter
# Wood substrates must have a moisture reading of less than 13% when using a Tramex or Delmhorst or equivalent moisture meter

For installations where high subfloor moisture content is an issue, use a Titebond moisture control system or allow the subfloor to dry out to acceptable conditions.. For more information on these warranted products, or for information concerning moisture conditions, visit www.titebond.com or call Franklin Technical Service at 1-800-347-4583.

821 alone, is not a moisture barrier.

Never have used Titebond, let alone 821. But the advertising on 821 is sure misleading  Without reading the particulars.
