 Post subject: Any advice how to handle this project

Hi I have a very large space (5,000 sq ft) and overall the current wood floor is very solid no loose boards or squeaks but needs work, I'm DIY'er and would like to get some advice for
1) least expensive way(s) to get the floor up to par or even cover it via cement, deckover, plywood, etc.
2) Whatever method I go with I have I dilemma (or at least to me it is) where there are metal bolts & hinges which are not to be removed (landlord says they're structural) on this matter I was thinking to build a half/full wall or step or a glass block wall something could be done here.

One of the photos kinda show that on some parts there are several thin layers of different types of wood (I guess over the years of rehabbing them wood was place directly above the previous wood) and another shows the really beat up parts (which are small in size & only a few spots)
